In his speech in Cotabato City (watch the video below), Duterte said he was insulted when the US threatened to withdraw its aid to the Philippines if drug-related killings will continue.
"Ang gusto nila sabi ng Amerikano kung hindi mahinto 'yang (patayan) dito sa droga. Makining kayong mabuti, hoy mga Amerikano yang style ninyo na 'pag hindi nahinto ang patayan 'yung aid or assistance ninyo hindi n'yo ibibigay sa amin," he said.
"Kasi ako naiinisulto ako sa ginagawa ninyo, 'wag na kayo magsabi, 'Ay ano ibig sabihin ni Duterte?' Simple lang 'wag mo kaming bastusin tutal mabubuhay rin kami maski wala kayo," he added.
The statement came even after Duterte had clarified that the Philippines is not cutting its ties with the US, clarifying his pronouncement made in China that he is separating the country from military and economic alliances with the world power.
Conditions for aid
Duterte was in Cotabato City for the launching for the Comprehensive Reform and Development Agenda for the Autonomous Region in Muslim Mindanao.
The President also said in his speech that the US should look for other countries that can stomach its insults.
"Maghanap na lang kayo ng bayan na makakasikmura sa mga insulto ninyo. Kaming mga Pilipino hindi naman kami patay gutom kung 'yan ang ibig ninyong sabihin," he said.
He said that the US looks down on Filipinos as if the country is still part of its colonial empire.
"I'd like to send this message [to the US] once again and for the last time. You talk to us as if we are still under your colony time na parang tauhan n'yo kami na kapag magbigay kayo ng aid madaming kondisyones. Para kaming aso na may tali na sabihin mo, next time yung fund naming assistance itatapon namin sa malayo pero hahawakan ka para tayong aso na hindi natin maabot ng bunganga," Duterte said.
"Ganun kayo e, napakamasyadong mababa ang tingin ninyo sa amin kasi dumaan kami na colony ninyo akala ninyo bata-bata pa rin kami ninyo," he added.
Duterte reiterated that he does not condone killings in the country.
"Ulitin ko lang 'to, ulit for your (US) education, para matuto ka, you are criticizing me sa drugs, ayoko ko namang pumatay ng tao sino ba may gusto?" he said.
"But you picture as if I enjoy killing my countrymen... Ayaw ko ng patayan kasi wala talagang mangyari kasi ang nahihirapan yung mga babae pati mga bata so what's the point," he said.
