The National Telecommunications Commission issued a series of orders paving the way for the use of “911” as the national emergency hotline number, as directed by the President Rodrigo Duterte.
Specifically, the NTC said it issued a memorandum order formally assigning the code “911” for this purpose starting August 1, 2016.
Starting on the said date, the NTC said “all public telecommunications entities shall route all of the public’s “911” calls to the existing PATROL 117 Command Center until the new 911 Command Center is established and made operational.” Thereafter, all “911” calls shall be routed to the 911 Command Center, it added.
“The public is also strictly urged to refrain from making prank calls to the National Emergency Hotline Number,” the NTC said. As the long-time mayor of Davao City, Duterte had established a 911 Emergency Response Center.
President Rodrigo Duterte urged the Senate to study the impact of ratifying the Paris agreement on climate change, particularly on the country's economy that remains reliant on fossil fuels for energy needs. Duterte added the Philippines will benefit from Chinese investments if both countries can settle their territorial row despite the arbitration ruling that invalidated China's massive claims in the South China Sea. "We are planning to establish economic zones pati farm-to-market roads, alam mo yang mga yon. Iyong chillers na hindi malata (mabulok) 'yung mga produkto ninyo," he said.
Duterte's remarks came after environmental groups and Senator Leila De Lima urged him to reconsider his stance against the agreement, which he said might limit the country's industrial growth.
The President did not say though if he would submit the Paris Agreement on Climate Change for ratification by the Senate.
Who caused climate change?
The President noted that the problem on climate change should be blamed on rich nations deemed to be the world's biggest carbon emitters. "You know itong imbento na ito na climate change. There is really change. But who caused it hindi tayo... All the years in the industrialization in the 60s, 70s was China, America, Europe yung sige nang buga buga sila ng maitim na (usok)," he said.
"Kayo dumating na kayo doon (industrialized country status) at our expense. Kayo yung unang nagbuga buga, nandyan ang carbon footprints ninyo. Kami dito papunta pa lang sa naabot na ninyo," Duterte added.
Duterte earlier said the limits on carbon emissions for developing nations like the Philippines were “nonsense."
The Philippines is among the least emitters of greenhouse gases that cause global warming, yet it is directly hit by the effects of climate change such as droughts and strong typhoons.
As part of efforts to curtail the effects of climate change, the Philippines joined nearly 200 countries in a landmark deal in Paris in December last year to cut greenhouse gas emissions to limit the rise in global temperatures to below 2 degrees Celsius.

Davao City (CNN Philippines) — President-elect Rodrigo Duterte made it clear on Monday that he will not stand for graft and corruption in his administration, especially among members of his Cabinet.
"I am hell-bent [on] stopping corruption," he said in his farewell address as Davao City mayor at a flag-raising ceremony at the City Hall on Monday.
Duterte said he has instructed his Cabinet members to focus on their work and not to make preparations to run for office in the next election.
"Sabi ko sa mga [I told the] Cabinet members: 'Do not launch a campaign here in the office if (you are) running for a public office or if you have plans to,'" he said.
"Ayaw ko yung nakaupo dito na mag-kandidato kasi [I don’t want those sitting in office here to run as candidates because they] will just use the public funds and the time and the effort of the government just to campaign to win."
Duterte noted that some of his Cabinet appointees belong to his generation, and he had a message for them: "We retire all together. Tama na ito, binigay na ng Diyos 'to. [This (government position) is enough, it's what God has given.]
He also warned he will take action against local government officials who are involved in drugs. “A lot of local executives are involved in drugs,” he said. “If you are in drugs, you cannot select own chief of police or city police director.”
Under the law (RA 6975), provincial police chiefs are chosen by the governor from a list of three nominees provided by the regional police chief.
A municipal or city police chief is selected by the mayor from five who are nominated by the provincial police chief.
The Philippines ranks 95th out of 168 countries in Transparency International's 2015 Corruption Perceptions Index. According to a report by Global Financial Integrity, the country has lost $132.9 billion to crime, corruption, and tax evasion over the past five decades.

Incoming president Rodrigo Duterte’s search for competent Cabinet associates have been hampered by money thing.
This was revealed by the tough-talking mayor in yet another midnight press conference, this time at the Mandaya Hotel in Davao City Thursday (May 26).
“I am still to come up with the people for the job (sa gabinete), kaso ang problema usapan agad ay sweldo,” Duterte said. He didn’t say what his reply was to this topic.

So far, longtime friends and supporters during the campaign period have filled up most of Duterte’s Cabinet positions.
If anything, Duterte said that he is now vetting an “impressive list of people with talent” from which he would pick his other departmental officials.
He said that the list–composed mostly of University of the Philippines (UP) graduates–was provided to him “by the Left”.
In the same presser, Duterte underscored that government officials must prove that they are worthy of their salaries, especially since these are sourced from public funds.
“Show to me and show to the Filipino people that you deserve the salary the people are paying,” he said.
For me this is a very sad truth, that some of the officials were concerned by their salary than the work they will give to improve the integrity of our country. Where is the said "public services"?
