MANILA - President Rodrigo Duterte said on Friday his war on drugs had cut back the supply to "very low" levels and thanked China for supporting his crackdown, but swore repeatedly at ally the United States for criticizing it.

Duterte said his bloody campaign against drugs had successfully reduced the narcotics flow, but conceded there were signs that criminals had now turned to kidnapping, another problem he planned to tackle.

"There is a very low supply of drugs now. But, there is a shift to kidnapping by these idiots," he said during a televised speech. "This is a new game, so be careful. Give me time to talk to God."

The crime-busting former mayor of the once lawless Davao City said last week he had spoken to God and promised him he would no longer use bad language.

But his vow has not held long. On Friday, he got angry again at former colonial power Washington for its concerns about alleged summary killings and contrasted its stance with that of China, which has funded a huge drugs rehabilitation center.

"Now who helped? China," he said. "America, what did they say? 'Duterte, stop the extrajudicial killings. We hold you responsible'," he said.

"I said: 'You can go to hell. You're all shit. You look at us Filipinos like dogs... You're all really sons of bitches because you violated our dignity.'"

As a provincial outsider in May's presidential election, Duterte used his brashness and profanity to enhance his public appeal. Dubbed "the punisher" and "Duterte Harry", he was elected by a big margin.

That was aided by the promise of a drugs war, which has killed over 2,300 people in four months.
Duterte on Friday homed in on Human Rights Watch, which he said was attacking him to justify a $100 million, 10-year grant philanthropist George Soros promised it six years ago.

"This Human Rights Watch of New York, that belongs to Soros. Soros was the financier. That's him. It's his grant," he said.

"They have funding money. They will really attack to justify. They chose me... they're pounding on me. That is fine, editorials every day. I can swallow that."

Duterte's relentless assaults on Washington have baffled the country's biggest ally, but do not appear to have resonated among Filipinos and the local business community, which has expressed concern.

A recent opinion poll of 1,200 Filipinos showed they had far greater trust in the United States than they did in China, which Duterte has been praising and courting strongly.

Duterte invited his countrymen to protest if they disagreed with him.

"If you think America will be good for you, if you want to be a (U.S.) territory ... if it is to your personal interest, go ahead and join the demonstration," he said.

"And maybe you can convince me to leave the presidency. But at least I leave without being treated like a pig by the Americans."

President Rodrigo Duterte on Sunday said he would first have to consult members of his Cabinet before deciding on his plan to imposed a nationwide ban on firecrackers.

During a media briefing before flying to Brunei for a state visit, Duterte said the economic and social implications of such a ban should first be considered before arriving at a decision.

"I will have a Cabinet meeting... I would need the Cabinet to decide. It will be a Cabinet decision," Duterte said.

During his presidential campaign, President Duterte had said he would ban firecrackers throughout the Philippines to keep Christmas and New Year’s Eve celebrations safe for all Filipinos.



Davao City has an executive order signed in 2001 and an ordinance in 2002 that effectively bans firecrackers in the city, where Duterte had served as long-time mayor.

The city boasts of a zero firecracker casualty since the ban was implemented, except for one recorded in 2009.

In early 2015, Duterte had planned to revive a P5,000 reward for information on violators of the city's firecracker ban, after noting some violations in the New Year revelry.

Duterte had said the reward would have also applied to information on those who fire their guns indiscriminately to welcome the New Year.

Also, Duterte had vowed to go hard on those who use fireworks, especially if such use leads to death.

The Philippine National Police's Firearms and Explosives Office on Saturday met with members of the Philippine Fireworks Association and Philippine Pyrotechnics Manufacturers and Dealers Association Incorporated (PPMDAI) in Camp Crame.

During the meeting, PPMDAI members urged Duterte to reconsider his plan to impose a nationwide firecracker ban saying "millions" of Filipinos are relying on the industry.

The meeting was held days after the bloody explosions at the fireworks market in Bocaue, Bulacan, which left one person dead and more than a dozen wounded.

When browsing my Facebook account I noticed the feeds from the son of Pres. Duterte saying this something about a problem of 240 employees that seeks for help so I screenshots this to also post it here;

This is a very sad news. Hindi sila kasali sa mga nagwewelga pero nadamay sila dahil dun.

What is KMU? Para sa mga hindi nakakaalam, it is called the Kilusang Mayo Una o Union ito ng mga manggagawa. Naisip ko, protektor ba sila ng mga manggagawa o sila pa mismo ang nagpapahirap dito? Take note what VP Mayor Duterte said, "I am certain that KMU wiill just leave them behind." Kawawa yung mga nadadamay.

So I browse further and look for comments para mas maliwanagan about this topic and this is what I saw;

Those are just some of many comments I have read on that FB discussions. People lost businesses because of this non-sense "welga" and those who left behind, yun ang mga kawawa.

Philippine President Rodrigo Duterte on Saturday urged citizens to shoot and kill drug dealers who resist arrest, saying he’d reward those who take matters into their own hands.

Our president encouraged residents to help the government’s fight against crime and the illegal drug. “Please feel free to call us, the police, or do it yourself if you have the gun—you have my support,”.

“You can kill him,” he said of drug dealers who show violent resistance. “Shoot him and I’ll give you a medal.”

As a volunteer media for president Duterte, there is no big deal kasi it is lawful to do when you have the guts to arrest criminals, Enrile also defend Pres. Duterte about this matter and said "the law allows citizens to help in the arrest of drug lords and if needed, kill them when their lives are at risk."

"The law allows citizens’ arrest if those in the illegal drug trade are caught in the act of committing a crime," Enrile said.

Ping Lacson: Citizen’s Arrest Unnecessary

In other side, Panfilo Lacson said while there is a provision under the Revised Penal Code allowing “citizens’ arrest” and self-defense is recognized as a strong legal defense in killing a person, he doesn’t see it necessary for the President to provide encouragement.

“The danger in the President-elect’s proposal is that law enforcement authorities might lose control of the situation since civilians are not trained to gather and process intelligence, even conduct overt operations against armed criminals,” Ping said.

“Having said that, the situation might escalate into a serious peace and order problem in the entire country. Certainly, no peace loving citizens need and deserve a ‘Wild, Wild West’ environment,” Lacson said.

The Philippines' yearly population growth pace has slowed as more Filipino in the predominantly Roman Catholic country use contraception.

Outcome of the 2015 census show the population grew 1.72 percent last year, down from 1.9 percent during the previous census in 2010, the Commission on Population said.

The population of 100.98 million was half a million lower than what was forecast in 2010, the commission's Executive Director Juan Antonio Perez III said.

Philippines was 12th Ranked for Most Populous Country in the World Reported by United Nations Data

Its population will reach 103.48 million by the end this year, under calculations using the same growth formula, Perez said.

Perez said the usage of modern-day contraceptives has accumulated, with 45% of couples using modern contraceptives as of last year, up from 38% recorded by a national survey in 2013.

"We have noted an increase in the use of modern contraceptives between 2013 onwards," he said in a telephone interview, adding that and a natural drop-off in fertility because women are choosing to have less children could also be a factor behind the slower population growth.

Perez said the census results, which were officially unveiled last week, also showed family size differed among socio-economic classes. Richer Filipinos have one or two children while the poorest have five or more children, or two children more than what women say they want, he added.

"We also noted in the census that it is the poorer regions of the country out of Manila which have higher fertility and we presume large numbers of the poor are in those regions," Perez said.

A national law that provides government funding for contraceptives was passed in 2012 despite strong opposition from Catholic church leaders. The law took effect after the Supreme Court ruled in 2014 that it was constitutional except for a few provisions.

With the slower population growth rate, he said the Philippines' population is expected to double in 40 years, or two years longer than had been expected, giving the country more time to prepare and to exert more efforts to reduce the unmet need for family planning of some 4 million to 5 million couples who want to limit or space their children.

But he said a suggestion by the Philippines' likely next president, Duterte, for families to limit their children to three cannot be mandated. Perez said under the law, Filipifamilies are given advised to decide on how many children they could have.

Aside from promoting the 3-child limit to Filipino families, he said he would make artificial birth control readily available for all.

As Davao City mayor, he’s had experience implementing family-planning programs. Davao City was among the first to distribute contraceptives for free and supply aid to the poor women who wished to have tubal ligation.

Duterte said a more aggressive approach to family planning is necessary “because our resources cannot meet the demand.”

Talking in his town of Davao, Digong said he was prepared to risk countrywide unrest on the flash point issues surrounding two of the nation’s most controversial Filipino.

“I will allow the burial of Marcos in the Heroes’ Cemetery, not because he was a hero but because he was a Filipino soldier,” Duterte told reporters.

Duterte also said he wanted to have the body of Marcos, presently embalmed and enclosed in a glass casket, to be buried at the Heroes’ Cemetery to end decades of divisions in the country over the issue.

“Burying him at the (cemetery) will whitewash all crimes he committed against the people and will send the wrong message to the world: that in the Philippines, crime pays,” Bonifacio Ilagan, who was detained and tortured by Marcos forces, told AFP.

Ilagan, who heads a group trying to stop the Marcos family from returning to power, said the highly emotional and symbolic burial of the dictator at the cemetery — where the nation’s most revered war heroes have been laid to rest — would trigger street protests.

“I will allow protests,” Duterte said when asked about the anticipated response .

Duterte said he would grant the long-standing wish of the Marcos family to have the patriarch buried at a Libingan ng mga Bayani for some of the nation’s most honorable war heroes.

Ang mga magulang ngayon, hindi na sila maaaring mamalo ng kanilang mga anak dahil tiyak na idedemanda sila sa DSWD ng pangaabuso sa kabataan. Ganun din ang mga guro na tumatayong ikalawang magulang ng mga bata eh hindi rin nila ginagalang at hindi rin nila maaaring paluin ang mga batang ito dahil baka isumbong sila sa Human Rights ng pang aabuso, kaya ang mga kabataan ngayon ay namimihasa sa paggawa ng mga lapastangang bagay, lalo na't wala namang death penalty sa ating bansa.
